As we expand our practice, we are seeking an experienced Project Manager with specialized expertise working with the Pennsylvania Department of General Services (DGS) to join our team. This is an in-person position based in our Harrisburg, PA office.
Position Overview
This role offers a unique opportunity to manage high-profile public-sector projects that serve agencies and communities throughout the region. The ideal candidate will have at least 15 years of architectural or related project management experience and a proven ability to guide multidisciplinary teams from project initiation through construction and closeout. Extensive experience managing projects for DGS is highly preferred.
The Project Manager will serve as the primary point of contact for clients, consultants, and internal project teams. This individual will be responsible for maintaining project scope, schedule, budget, quality, and contractual requirements while ensuring clear communication and successful delivery throughout all phases of the project.
Key Responsibilities
Serve as the primary client contact and project management lead for civic, institutional, and public-sector projects across the region.Manage projects from initial planning and programming through design, bidding, construction administration, and closeout.Develop and maintain project work plans, schedules, staffing requirements, budgets, and deliverable milestones.Coordinate the efforts of architects, engineers, specialty consultants, contractors, government agencies, and other project stakeholders.Monitor project scope, schedule, budget, and quality, proactively identifying risks and implementing corrective actions when necessary.Lead client meetings, consultant coordination meetings, project reviews, and internal team discussions.Oversee the preparation and coordination of project documentation, submissions, reviews, approvals, and administrative requirements.Ensure projects comply with applicable codes, accessibility standards, agency requirements, contractual obligations, and DGS procedures.Manage project financial performance, including fee utilization, consultant agreements, invoicing, additional services, and project forecasting.Provide oversight during bidding and construction, supporting issue resolution, field coordination, change management, and project closeout.Maintain clear and timely communication with clients, firm leadership, consultants, and project team members.Mentor project staff and support the continued development of a collaborative and accountable studio culture.Contribute to workload planning, staffing decisions, quality management, and strategic initiatives alongside firm leadership.
Required Qualifications
Minimum of 15 years of architectural, engineering, construction, or related project management experience.Demonstrated experience managing complex public-sector, civic, or institutional projects from planning through construction and closeout.Proven ability to manage project scope, schedules, budgets, contracts, multidisciplinary teams, and client expectations.Strong understanding of architectural design, construction documentation, building systems, and construction administration.Familiarity with public procurement requirements and multiple project delivery methods.Working knowledge of Revit, AutoCAD, Microsoft Office, and project management or scheduling software.Exceptional leadership, communication, organization, problem-solving, and decision-making skills.Ability to manage multiple complex projects concurrently while maintaining quality and meeting deadlines.
Preferred Qualifications
Extensive experience working with the Pennsylvania Department of General Services, including familiarity with DGS project procedures, documentation, reviews, approvals, invoicing, and construction administration requirements.Experience working with state agencies, municipalities, educational institutions, or other public-sector clients.Specification writingProfessional architectural or engineering licensure. Pennsylvania licensure is preferred.Experience preparing and administering consultant agreements, project work plans, schedules, budgets, and fee projections.LEED accreditation and working knowledge of sustainable design practices.NCARB certification or eligibility for reciprocity.Experience mentoring project teams and supporting firmwide project management standards.
