Job Description
This Engineer/Architect 3 “Construction Project Manager” position directly manages approximately 10 to 15 concurrent public works construction projects from pre‑bid through final records review. Projects are administered through individual on‑site Project Engineers, consultants and their subordinate staff. The projects range in size from half‑million dollars to over 50 million dollars and involve a wide variety of technical and non‑technical activities, a limited budget that must be maintained, and public involvement. The successful candidate will oversee project scope, schedule, and budget for Federal and State civil construction projects, supervise multiple Project Engineers, develop and oversee consultant contracts, and manage the work of department and consultant staff.

Qualifications

Experience with airport and highway construction projects.
Knowledge of procurement laws and regulations (familiarity with State of Alaska laws and regulations is preferred).
Recent experience resolving contract disputes, negotiating change orders, and settling claims.
Experience selecting consultants and developing professional service agreements.
Knowledge of Alaska airport and highway standard construction specifications, Alaska Construction Manual, local codes, the ADA, and environmental regulations such as NPDES permits and SWPPP preparation and implementation.
Willingness to travel to remote locations with limited services in small aircraft.
Experience managing and directing department and consultant staff.
Experience applying partnering principles and alternative dispute resolution methodologies.
Knowledge of Arctic and sub‑Arctic engineering design and construction practices.
Availability to be on call as needed to provide guidance to construction project staff during evenings and weekends.
Professional Engineering (P.E.) or Architect license is required.
Valid driver’s license is required.
Required frequent travel within the state.

Minimum Qualifications
Registration as a Professional Engineer (PE) or Architect, and three years of professional engineering or architectural experience (Engineer/Architect series), or the equivalent.

Persons not registered in the State of Alaska must be registered in a state recognized by the State Board of Registration for Architects, Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons hired under this provision must become registered in Alaska within one year of hire and sign an agreement to this effect as a condition of employment.
