Essential Duties and Responsibilities:

Oversee and collaborate with developers on designing, developing, testing, and implementing critical functionalities and proofs of concept.

Partner with clients to formulate effective strategies and frameworks.

Architect and develop application solutions tailored to business needs.

Guide and mentor developers throughout the project lifecycle.

Provide hands-on support with application development.

Translate business requirements into clear software component designs.

Document and outline application functionalities based on business needs.

- Define, maintain, and govern the end-to-end enterprise and solution architecture for the Medicaid Provider Enrollment system.

Lead the design of secure, scalable, and highly available solutions using cloud-based architectures, primarily on AWS.

Establish and enforce technical standards, best practices, and patterns across applications and infrastructure.

Review technical designs to ensure feasibility, quality, and compliance with architectural standards.

Evaluate proposed solutions for technical soundness and optimal performance.

Ensure alignment with enterprise architecture and regulatory standards for data governance and cloud security.

Identify architectural risks and develop strategies for mitigation.

Support technology initiatives and modernization plans.

Collaborate closely with application developers, data architects, cloud engineers, and DevOps teams.

Translate business needs into actionable technical solutions.

Work with business leaders, product owners, and stakeholders to align technology with program objectives.

Effectively communicate complex technical concepts to both technical and non-technical audiences.

Ensure solutions comply with Medicaid program requirements, data privacy, and security standards.

Promote consistency and interoperability between systems.

Participate in design reviews, audits, and approvals as necessary.

Minimum Requirements:

- Bachelor's degree in a related field.

7-10 years of relevant professional experience required.

Equivalent combination of education and experience will be considered.

Required Qualifications:

Bachelor's degree in Computer Science, Information Systems, or a related field (or equivalent experience).

5+ years in enterprise or solution architecture roles.

Demonstrated leadership in architecture for large-scale, complex systems in healthcare or government programs.

Proven experience in designing and supervising cloud-based solutions, particularly with AWS.

Expertise Required in:

Application architecture.

Integration patterns and APIs.

Relational and/or NoSQL databases.

Cloud security and governance.

Setting and enforcing architecture standards.

Reviewing technical designs for compliance and feasibility.

Preferred Qualifications:

Experience with Medicaid systems including enrollment, eligibility, or claims platforms.

Knowledge of state or federal healthcare regulations.

AWS certifications (e.g., AWS Certified Solutions Architect).

Experience in DevOps environments utilizing various development methodologies.
